Have I been Banned from flash files?

Today I can see others can upload files but I can't.

Error Code:

HTTP Error.
Upload URL might be wrong or doesn't exist.

After 100% upload I'm getting this error.

Since I returned I'm unable to download as well.

Error Code:

405 Not Allowed
nginx/1.18.0 (Ubuntu)
