My guess would be anybody over 16 (though we call legal over 18) and with stray cases around 70 or above too. Mostly male but won't be surprised if there is large female population here too.
No it doesn't affect the revenue of the ISPs rather it's profitable. It doesn't effects them in competition perspective as well as the ban is done based on govt order so all have to follow.
You must have heard that now a days the ISPs are mostly interested in income from per subscriber not on how much they use. Even the broadband providers have unlimited plan. They urge you to subscribe to a pan with higher speed.
In either cases, no mater how much data you use you are paying them the same amount. Now if you use lesser data then it's their profit.
Moreover, if you can remember 6-7 years back about 750+ porn sites were banned from surfing by govt, but that didn't affected the total net usage of the country. However, when Jio was launched the net usage of India increased many folds. Its not that all started watching porn after Jio launch.

Its clear from the statement that the premium services can be traced but not the free ones.
Additionally, you have the right to privacy guaranteed by the constitution. As a result govt directly can't dig into your data. These are mainly done to check the security threats of the nation which falls under exception part of the above mentioned right.
You are safe unless you don't expose yourself too much or falls in some honey trap.

@ not that all started watching porn. Well, most people watch only movies & series online and with Jio it just got affordable. That could be the reason for net usage increase. Masala users mainly upload or download but hardly/rarely watch online. I guess I can speak for most who would like to download their likings and enjoy later.
It really profits up ISPs as you have mentioned as well because if sites are banned, then I am not downloading which means I am not using the truly unlimited data which in turn means they are saving because I cannot download.
I guess we are drifting away from the main point here.
If a domain is banned in a country, then existing users and new users are lost unless they are tech savvy to go TOR or VPN way but thankfully we have a generous admin GhostRider who has promised better effecient servers and a new domain. So I guess it is a win win and happy ending.

Well that is what I am getting at. We are getting more monitored than before. I won't be surprised one day, they say adult content is also banned and by then they would have collected most of our data too which they hold until they can use.
There is nothing constitutional which cannot be re-written as per convenience. These days freedom of speech is just on paper. Anything anyone deems objectional, the concerned person is penalised.
